If you own the DLC you want the items from, items are added either as soon as you install the DLC or once you do the quest that adds them. The only way I know of to get them without doing a quest that adds them, would be to surf nexus and see if there's a mod that does it. WebLook inside the folder. Assuming you have every piece of DLC installed, you should have a folder called 'bob', a folder called 'ep1' and folders called 'DLC1-16' . Look for any folders that are named differently to the ones I listed above. My folder had a file called 'DLC' in it. This shouldn't be there - simply right click and click delete.
